Budgam : The Principal Sessions Court Budgam has issued a proclamation against Mohd Yousuf Shah alias Syed Salahuddin and declared him a proclaimed offender under Section 512 CrPC. Syed Salahudin, who heads Hizbul Mujahideen outfit, is in PoK, the police has said in the court.
